National workshops – Romania

Workshop objectives

The workshop was aimed at introducing the project and its outputs to representatives of the Ministry of Health and other institutions involved in programming and managing ESIF linked to health as intended end-users of the outputs developed. Apart from that, the workshop was aimed at identifying all possible health investments under Operational Programmes adopted in Romania for 2014-2020 and at sharing the lessons learned from the implementation of health projects under EU SF from 2007-2013.


Workshop content

The main issues discussed at the workshop were as follows:

  • Project outputs
  • Principles of strategic management
  • 2014-2020 programming period principles and mechanisms
  • Health funding potential in the 2014-2020 programming period
  • ESIF investment critical success factors

Workshop participants

The group of participants was quite diverse, covering representatives of the Ministry of Health, Managing Authorities and even consultants from practices that cooperate with the Ministry in developing the national health strategy.

More specifically, the group of participants consisted of:

  • Representatives of Managing Authorities of the Regional OP, OP Human Capacity, OP Administrative and OP Competitiveness
  • Representative of the Ministry of European Funds
  • Representatives of Regional Public Health Directorates
  • Representatives of the Ministry of Health
  • Representatives of the National Insurance House
  • Representative of the National Public Health Institute
  • Representative of the National School of Public Health and Management
  • Representative of DG EMPLOYMENT

Workshop outcome

The main outcome of the presentation was the group activity which allowed participants to think through all possible areas of health investments and identify beneficiaries that can be supported through the individual priority axes of Operational Programmes. The groups of participants were carefully put together with the aim of grouping the most relevant parties together. Every group was therefore led by representatives of respective Operational Programmes, which allowed participants to discuss the individual priority axes in detail.
