National workshops – Poland

Workshop objectives

The workshop was aimed at introducing the project and its outputs to representatives of the Ministry of Health and other institutions involved in programming and managing ESIF linked to health as intended end-users of the outputs developed. Apart from that, the workshop was aimed at an opening discussion between various institutions about effective methods for supporting the successful implementation of health priorities under ESIF and development of the health system as a whole and at sharing the principles of effective coordination in the implementation of multi-level development plans in health.


Workshop content

The main issues discussed at the workshop were as follows:

  • Project outputs
  • ESIF investment critical success factors
  • Clarification of the ESIF implementation structure in Poland
  • Health context in the 2014-2020 programming period
  • Effective roles of the Ministry of Health in the 2014-2020 programming period
  • Possible organizational structure supporting the roles of the Ministry of Health

Workshop participants

There were 48 participants attending the workshop. The audience consisted of the representatives of various institutions within the implementation structure comprising representatives of regions:

  • Representatives of the Ministry of Health
  • Representatives of the Ministry of Infrastructure and Development (National Coordination Body)
  • Representatives of the National Health Fund
  • Representatives of regions and regional Operational Programmes
  • Representative of DG Health and Food Safety

Workshop outcome

The main outcome of the presentation was the group activity which addressed coordination as one of the main problems the representatives of the Ministry of Health identified. Participants focused on defining the key area for cooperation between the Ministry of Health and regional Managing Authorities to efficiently ensure development of the health system in Poland. They also clarified their understanding of the role of the Coordination Committee. Representatives of the regional Managing Authorities communicated to the Ministry areas where they felt the lack of support.
