National workshops – Estonia

Workshop objectives

The workshop was aimed at introducing the project and its outputs to representatives of the Ministry of Health and other institutions involved in programming and managing ESIF linked to health as intended end-users of the outputs developed. Apart from that, the workshop was aimed at identifying health areas with funding potential under the thematic objectives in the 2014-2020 programming period.

Workshop content

The main issues discussed at the workshop were as follows:

  • Project outputs
  • The 2014-2020 programming period principles and mechanisms
  • Health funding potential in the 2014-2020 programming period
  • Effective project application assessment and relevant indicators in health projects
  • ESIF investment critical success factors

Workshop participants

The visit was more in the form of an informal meeting aimed at sharing information gathered during the project and examples from other Member States through discussion with participants. There were a limited number of participants (four), all of them people from the Health Unit. More specifically, the group consisted of:

  • The head of the Health Care Unit
  • Two project managers
  • One employee responsible for Health strategy development and update

Workshop outcome

The main outcome of the presentation was the group activity which allowed participants to think through all possible areas of health investments and identify beneficiaries that can be supported through the individual priority axes of Operational Programmes. The workshop also covered topics chosen by the Health Unit under the Estonian Ministry of Social Affairs, such as indicators and project application assessment, and hence addressed the most pressing areas.

Electronic version of the presentation

  • Establish the conditions for granting aid, and monitor their implementation
  • Advise final beneficiaries on the terms for granting aid and implementing the Act
  • Perform other management tasks prescribed by the Act and relevant legislation
